Subject: Was this originally a color cartoon?
I wonder if this is a black and White print of a color cartoon. There were processes, like the Kinemacolor process, in which every frame was either red and green. That would explain the intense flickering in the image.

Subject: Flickering
This is in the transfer and wasn't introduced while digitizing.

Subject: M.E. Stocking Cartoon Breaks Barriers
Considering the date and the tools available at the time, that this cartoon looks amateurish, as far as the featured characters and sets are concerned is of little consequence. The fluttering technique of certain elements constantly and rapidly changing from gray to black is not something I've witnessed previously. Some Fleischer productions used this technique in short bursts (Koko's World Control?) but to use it for the full length of the project renders a surrealistic vision that as a cartoon fan since the 1950s I find odd at the very least as well as an unprecedented treasure of animation experimentation. Freakin' weird is what it is!

Subject: File is oddly defective
On alternating frames, grey tones are represented by grey, then black. This flickering makes it nearly unwatchable.

The cartoon itself does not necessarily look like a 1920s cartoon. It's very unusual and amateurish. I'd like to see a defect-free copy.
